The Owerri Cultural Association (OCA) of Northern California has been shaped and strengthened by the visionary leadership of its past presidents. Chief Adolph Obilor – Foundering President (1998 – 2004)
As the founding president, Chief Obilor established the vision and structure of OCA, setting the stage for a thriving and united community organization.
